PERSENS DISCUSSES CHANGES AT UWC
Meeting with the UMSAEP Committee October 10, 2003, Professor Jan Persens, director of International Programs at the University of the Western Cape, detailed changes pending at UWC. UWC has been given responsibility for all dental and undergraduate nursing education in Western Cape Province, effective January 1, 2004. UWC will incorporate the University of Stellenbosch dental school as well as the undergraduate nursing programs of Stellenbosch and the University of Cape Town. These consolidations are part of South Africa鈥檚 nationwide reorganization and streamlining of higher education. Persens said South Africans are now seeing the 鈥渓ight at the end of the tunnel鈥 in the streamlining process. Persens was in Missouri for meetings with linkage applicants on all UM campuses, October 6-10, 2003.
Persens also said that the UM/UWC relationship is alive and well, and achievements in the relationship are envied at other institutions. He said UWC faculty are looking forward to working with UM to bring about our collective future.
HUGHEY LEAVES UMSAEP COMMITTEE
Professor Joe Hughey, Associate Dean of Arts and Sciences at UMKC, resigned from the UMSAEP Committee in September 2003. He cited the press of other duties as the reason for his decision to leave the committee, on which he had served since 1996. The UMSAEP Committee approved presentation of a resolution thanking him for his years of devoted and dedicated service to the South African Education Program. Hughey served as evaluator for UM/UWC projects under the USAID鈥檚 Tertiary Educational Linkages Program (TELP).
UM HONORARY DEGREE TO FORMER RECTOR GERWEL
UM-Columbia conferred an honorary Doctor of Humane Letters degree upon Professor Jakes Gerwel, former Vice-Chancellor and Rector of the University of the Western Cape, at the May, 2002, commencement. The degree citation described Gerwel as a distinguished South African academic and public servant and noted his distinctive service to the 51情报站 as one of the founders of the collaborative program between UM and UWC. After leaving UWC, Gerwel served as Director-General and Secretary of the Cabinet in the Office of President Nelson Mandela and earned an international reputation as a negotiator. He currently serves as Chairperson of the Nelson Mandela Foundation, Chairman of the Mandela Rhodes Trust, Chairman of the Human Sciences Research Council, and Chancellor of Rhodes University.
ALO 2003 PROPOSAL
The 51情报站 and the University of the Western Cape submitted a joint proposal to the Association Liaison Office (ALO) in November 2003 for a two-year, $100,000 project in nursing and academic leadership. If funded by USAID, the project would begin in March 2004. Project directors will be Dr. Ron Turner, UM Executive Vice President, and Professor Jan Persens, UWC Director of International Programs.
UM program leaders are UMC Professor Kay Libbus, nursing, and UMKC Associate Dean Lora Lacey-Haun, academic leadership. UWC program leaders are Dr. Cheryl Nikodem, nursing, and Dr. Tyrone Pretorius, academic leadership. Professor Joe Hughey, UMKC, will evaluate project outcomes. The agency decision on funding for the proposed project is expected in early 2004.
2004 UM/UWC LINKAGE PARTICIPANTS SELECTED
The UMSAEP Committee met with Professor Jan Persens, UWC Director of International Programs, on October 10, 2003, in St. Louis to select faculty exchange participants for 2004. The Committee authorized awards to five UWC faculty members and five UM faculty members.

FOLK RECEIVES NIH GRANT
UM-Columbia professor Bill Folk has been awarded a two-year grant in the amount of $225,000 from the National Institutes of Health to support planning for the establishment of an International Center for Complementary and Alternative Medicine in cooperation with the University of the Western Cape and the Missouri Botanical Garden. The award is the first step in the selection of a single international center for the study of medicinal properties of indigenous plants, to be funded by NIH. In addition to the UMC/UWC/MBG grant, planning grants were awarded for proposals from five other U.S institutions.
EARLY END TO TELP PROJECT
In April 2002, USAID announced its decision to end the Tertiary Educational Linkages Project in December 2002, one year earlier than originally planned. The eleven UM/UWC TELP projects completed their cooperative activities, and a final overall project report was issued March 10, 2003. TELP activities began in 1999.
FIVE PROJECTS FUNDED FROM UNSPENT TELP FUNDS IN 2003
Following the early end of the TELP project, the UMSAEP Committee offered the opportunity for continuation of projects with approximately $30,000 in unspent TELP funds. Leaders of seven projects submitted funding proposals, and the Committee awarded funding to five projects for the support of activities in 2003. Projects receiving support are:

SOUTH AFRICAN PARTNERSHIPS PROGRAM AWARD TO DUNCAN
In August 2003, the UMSAEP Committee funded Miranda Duncan鈥檚 Partnerships proposal for a 2004 project with Mediation and Transformation Practice (MTP), a South African nongovernmental organization with an educational and training mission. MTP offers training in constructive conflict resolution, negotiation, mediation and local government intervention. Duncan will travel to South Africa for a three-week visit in the summer of 2004. A community development specialist for University Outreach & Extension at UM-St. Louis, Duncan has a Juris Doctor degree from San Francisco Law School and an M.A. in sociology from UMSL.
PROJECTS CHOSEN FOR 2003 PARTNERSHIPS PROGRAM FUNDING
Meeting in August and September 2002, the UMSAEP Committee reviewed South African Partnerships Program applications and agreed to support six projects.
Professor David Renz of UMKC鈥檚 Bloch School of Business & Public Administration was awarded a grant for a 15-month project to enable Bloch School and UWC Economic and Management Sciences (EMS) faculty to continue collaborative program development begun under TELP-funded faculty exchanges. The project will create, pilot, test and deliver non-credit professional development short courses to train organization leaders and to generate income for the EMS Training and Development Unit鈥檚 training center at UWC. Exchanges associated with the project are scheduled to begin in November 2003.
Professor Rich Oliver, dean of UMC鈥檚 School of Health Professions, was awarded a grant for a joint research project with the Faculty of Community and Health Sciences at UWC. The project is focused on the importance of the community-based rehabilitation (CBR) approach as a support service for community home-based caregivers of severely disabled and chronically ill persons in the Western Cape.
Professor Lois Pierce, Social Work, UMSL, and Professor Charles Cowger, Social Work, UMC, were awarded a grant for a collaborative project with UWC in which UMSL, UMC, and UWC social work faculty will serve as consultants to communities in the West Coast municipality of Western Cape province. Faculty will work with community members to solve problems associated with unemployment and substance abuse and will advise regarding implementation of community development models.
Professor Joshua Millspaugh, UMC, was awarded a grant to work with faculty from the University of Natal, conservationists from Kwa-Zulu Natal, and others in South Africa鈥檚 Northwest province on issues related to sustainable wildlife conservation and the development of ecotourism.
Professor Patrick Westhoff, UMC, was awarded a grant to develop a collaboration between MU鈥檚 Food and Agricultural Policy Research Institute (FAPRI) and the University of Pretoria. Purpose of the project is to develop agricultural research capacity at the University of Pretoria, as well as specific tools for analyzing markets and South African agricultural policies.
Professor Thaddeus Metz, UMSL, was awarded a grant to travel to South Africa to collaborate with the faculty at the University of the North and the Philosophical Society of Southern Africa on publication of an issue of the South African Journal of Philosophy, which publishes original articles and reviews by South African philosophers. Metz is to serve as editor of the issue.

HENRY MITCHELL SCHOLARS
Academic Year 2002-2003 Mitchell Scholars included two UWC students who studied at UM-Columbia and two UMKC students who studied at UWC. They are:
- Justine Fray, UWC, a third-year student in geography and environmental science
- Candes Keating, UWC, a third-year student in linguistics
- Fantashia Freeman, UMKC, senior in sociology and anthropology

Fray and Keating are UWC鈥檚 fifth and sixth Mitchell Scholars.
Academic Year 2003-2004 Mitchell Scholars include a UMC student studying at UWC and a UWC student studying at UMSL. They are:
- Karen Hebert, UMC, graduate student in occupational therapy
- David Daniels, UWC, fourth-year student in social work
Hebert and Daniels complete their exchange study programs in December 2003. Daniels is UWC鈥檚 7th Mitchell Scholar.
MITCHELL SCHOLARSHIP PROGRAM APPLICATION DEADLINE
The UM deadline for application to the program for study in 2004-2005 is February 15, 2004. An application form is available for downloading at the UMSAEP website.

UM/UWC PROPOSALS SUBMITTED TO STATE DEPARTMENT
Two UM/UWC grant applications were submitted in October 2003 to the Bureau of Educational and Cultural Affairs (ECA) of the Department of State. Professor Neil Anderson, UMR, and Professor Bill Kurtz, UMC, submitted an application for funding for a survey of South African ground water resources, which would be performed by ten people from UM and ten from UWC. Jim Levin, UMC Law, and Larry Dessem, UMC Law dean, submitted a proposal for a project on law and civil society in South Africa.
FUNDING PROPOSAL TO NSF
Professor Suzanne Ortega, UMC vice provost for advanced studies and graduate dean, has submitted a proposal for to the National Science Foundation for supplemental funding in the amount of $96,000 to develop a Preparing Future Faculty program for UM minority graduate students. The centerpiece of the program would be an annual two-week summer seminar at the University of the Western Cape. If funded, the program would start in the summer of 2004 with about 20 students. Graduate students from other institutions could be included in the program in future years. Professor Jan Persens has described the proposed program as potentially a powerful vehicle to prepare future faculty.
